What’s new:
🎉 This application has been updated in 2026 for the 2025 filing period.
Beginning March 1, 2024, the Pennsylvania Insurance Department (PID) implemented electronic filing through the NAIC’s Internet Filing portal. Gain Compliance, an NAIC certified vendor, is providing a free service to support the industry.
What this means for you:
You may file your Pennsylvania state filings through the NAIC’s Internet Filing portal rather than emailing them to the state.

Please reference the below list of accepted and unaccepted filings to be submitted with the new PID ZIP filing process. Many filings on the PA State Filing Checklist are included, although some are excluded from this process. Keep reading to learn about inclusions and exclusions.

Getting Started
There are three steps required to generate your ZIP file in the app.
- To begin, the app will require some basic information to be provided about the filer and the associated company the filing will be submitted on behalf of. This information will be used by the PID if there is a need to reach out with questions about the filing.
- Next, please upload all associated files to be submitted to the PID. Each file will need to be associated with a specific filing which will allow the app to correctly name each file within the Zip file.
- Click on the Download Zip button, to create a Zip file. Once the process has completed, the file will download to your computer automatically. Submit filings to the PID through the NAIC’s Internet Filing portal.

What’s new?
As of January 2026, there are no changes to this year’s process (for 2025 annual submissions).
Beginning in 2024, the Pennsylvania Insurance Department (PID) has partnered with the NAIC to streamline their state filing submissions.
Insurance carriers filing with the PID may submit many of their PA state filings through the NAIC’s Internet Filing portal, using a specifically named ZIP file.

Do I have to be an existing customer of Gain Compliance to use this application?
Absolutely not! This feature is free for anyone in need of generating a ZIP file for the state of PA. If you would like more information on becoming a customer of Gain Compliance, please email us at sales@gaincompliance.com.
How much does this tool cost?
Nothing. Gain Compliance is offering this tool free of charge to any insurance carrier that needs to file with the Pennsylvania Insurance Department.
Do I need to submit documents that I’ve already submitted to the NAIC?
No. If the document is included in a filing already submitted on the NAIC’s Internet Filing portal, then there is no need to resubmit.
How do I know what Statement Type to select?
The PID expects filers to file with the Statement Type that they currently use to file with the NAIC. I.e.,
- Life, Accident, and Health filers and most Fraternal filers (blue book) would normally file with the ‘Life, Accident, and Health’ Statement Type.
- Health filers and most HMO, HMDI, and Health filers (orange book) would normally file with the ‘Health’ Statement Type.
- Property & Casualty filers and most Surplus Line and RRG filers (yellow book) would normally file with the ‘Property & Casualty’ Statement Type.
- Title filers (pink/salmon book) would normally file with the ‘Title’ Statement Type.
As a note, only certain filings are supported through this new filing method so please check the State Filing Checklists and website for information on other filings that you expect to file with the PID.
I have confidential filings, like the Actuarial Opinion Summary and Supplemental Compensation, what should I do?
The Pennsylvania Insurance Department (PID) will accept multiple submissions through the NAIC’s Internet Filing portal if you would like to file these separately.
Additionally, the PID will also accept these documents through the legacy email filing method, if you are not comfortable submitting them to PA via the NAIC. Please refer to the PID website for more information.
Am I required to file using this new method via the NAIC?
No. While the PID is encouraging carriers to file with the new submission method, if you prefer, you can still use the old filing methods. However, you will not be able to submit this ZIP file via email to the PID; you must file with the NAIC if you use the ZIP filing method.
Do you store any of the files that I add?
No, no files are transferred to or stored on Gain Compliance’s servers, and we cannot access any information within your documents. This tool leverages your documents to create one ZIP file for submission, but no files are transferred to or saved on our servers in the process.
What file formats are supported for adding file types?
We support several file types in order to be as accommodating as possible. You will need your current year filings in the following supported formats: .pdf, .txt, .csv, .docx, .doc, .xlsx or .xls.
Please make sure your documents are not password protected before adding them. Documents that are password protected will not be accepted by the NAIC or PID.
Can I add password protected files?
No, password protected files are not accepted. Please make sure your documents are not password protected before adding them. Documents that are password protected will not be accepted by the NAIC or PID.
Why isn’t the download ZIP working?
If you have clicked the Download ZIP button and no download has started, ensure that your browser is not blocking the download. Oftentimes there will be a pop-up with an Allow button when a site is requesting to download a file onto your computer. You can also check your Downloads folder to see if you can find the ZIP file there. Sometimes the download can run very quickly.
Why do I need to enter my contact information?
It is useful to the state of Pennsylvania and the NAIC to provide contact information alongside your filing so that a main point of contact can be established. This makes it easier to reach out about potential filing issues and helps get them resolved in a timely manner.
What do I do with my zipped filing once it has been generated?
You are welcome to save that on your computer as an additional historical reference for the filing, and then submit your zipped file to the Click on the Download Zip button, to create a Zip file. Once the process has completed, the file will download to your computer automatically. Submit filings to the PID through the NAIC’s Internet Filing portal.
The Pennsylvania Insurance Department CANNOT accept a ZIP file via email.
I have multiple ZIP files with the same file name. Can the NAIC accept these?
Updated 3/4/2026:
To ensure your submissions are processed successfully, we now recommend giving each ZIP file a unique name by appending a distinct number to the end of the filename.
Important: The NAIC and PID systems currently only support the addition of one or two-digit numbers at the end of the filename. Using longer identifiers may cause processing errors.
Example Format:
11111_54_P_2025_O_M_1_00_PA_1.ZIP11111_54_P_2025_O_M_1_00_PA_2.ZIP
While previous guidance indicated that duplicate filenames were acceptable, unique filenames are now required to ensure the system correctly distinguishes between separate submissions.
